			<content:encoded><![CDATA[<p>PROJECT DESCRIPTION: The SBS Technology Unit supports the Project Budget &amp; Monthly Financial Reports (PB&amp;MFR) System. PB&amp;MFR is a fiscal application to manage the creation, negotiation, preparation, submission, and modification of WIA and any other contract/project budgets for workforce-related services with multiple funding streams. The PB&amp;MFR application has the capacity and ability to handle and process Performance Based (PBC), Line Item (LI), and Hybrid (a combination of LI &amp; PBC) Contracts. It can customize the percentage for the performance/cost reimbursement mix. The application has four functional integrated modules.<br />
They are (a) the Project Budget (PB) module; (b) the Monthly Financial Reporting (MFR) module; (C) the Accounting &amp; Reporting Module and (c) the Central Validation Reporting (CVR) module.</p>
<p>The application is also used to manage the submission and review of the MFRs that result from the contract/project budgets, and to generate voucher numbers for all payments and disbursements, programmatic and otherwise. The PB&amp;MFR application has the capacity to manage the fiscal and payment issues arising from final closeout of the Department&#8217;s contracts. Specifically, the application is used to track, manage, and record the final closeout data for all contracts, WIA and otherwise, pursuant to the Federal Circular A-133 CPA/Program audit requirements. The application is used to facilitate refunds from contractors after the determination of final liability.</p>
<p>In addition to these existing critical functions/capabilities, the PB&amp;MFR Accounting &amp; Reporting Module enables the application to generate all the necessary reports required by the WIA regulations, New York State Department of Labor (NYSDOL), and other oversight bodies (including all cash reports and draw down requests) by funding stream (sub-program, program, grant) and PY. This is a paperless system of preparing these reports. All the reporting is to be based on one, or a combination of these three reporting tiers.<br />
The PB&amp;MFR Central Validation Reporting (CVR) Module is designed to process all incoming contractor claims. The application imports customer data from ACMS and distributes them by vendor, project budget, program and program year.</p>
<p>The application performs all the necessary steps to validate the claims and distribute them electronically and via e-mail to accounts payable staff, program management, and contractors.</p>
<p>SBS is seeking a Senior PowerBuilder Developer to work with our Technology Unit on maintaining and supporting the PB&amp;MFR System. Responsibilities will include:<br />
1. Resolve and system support issues that are reported.<br />
2.Develop code to support business process and business requirements.<br />
3.Work with a DBA to determine where and how to make additions and/or changes to the existing database structure in PB&amp;MFR.<br />
4.Thoroughly test and debug code; and<br />
5.Develop technical documentation and provide SBS with a comprehensive knowledge transfer.

<p>The Customer Account Data Engine (CADE) project will incrementally design, develop and implement a data foundation that includes the creation of on-line transactional processing data stores of &#8220;record&#8221; for taxpayer returns and accounts. It will replace the existing tape-based master files and integrated Data Retrieval System (IDRS) with new technology, new applications and new data bases. CADE will allow employees to post transactions and update taxpayer accounts and return data from their desks.</p>

<p>OVERVIEW / BACKGROUND</p>
<p>The Customer Communications Branch (CCB) Office delivers interactive voice processing systems and web based application capabilities that require maintenance and enhancement through FY08 and beyond for routine/on-going operations, as well as, for conversion/transition to a single Call Center Environment in a modernized setting.</p>
<p>Maintaining, enhancing, and implementing custom voice and Web based applications nationwide, among multiple Customer Service Sites and District Offices and Computing Centers is the primary responsibility of the CCB Office.  The maintenance and enhancement of these applications and subsystems involve numerous system interfaces and multiple project offices, which exponentially increases the complexity of maintaining and implementing the Integrated Customer Communications Environment (ICCE) in the service&#8217;s Call Center Environment (CCE).</p>
<p>The CCB Office maintains interactive voice processing applications on three voice response subsystems, Aspect Customer Self Service, Intervoice TRM &amp; VXML Telephone System, that allows taxpayers to place calls to the service&#8217;s Toll-Free telephone services and, through a series of prompts, using either Touch-Tone or voice responses, to resolve basic to complex account inquiries without human intervention.  All of the interactive applications (IA), (e.g., Refund Inquiry, Location, Voice Balance Due, etc.) are integrated which allows callers to invoke and navigate from one IA to another, so that a full range of services can be accomplished in one call.  All applications are designed to interact with the Customer Communications Interactive Processors (CCIP), a taxpayer account data processing system, to obtain legacy taxpayer account information.</p>
<p>One of the IRS Customer Service business vision goals is to shift an increasing percentage of the IRS&#8217; telephone assistance work (approximately 55 million telephone calls) from Customer Service Representatives (CSR) to automated telephone applications.</p>
<p>Our web applications reside on Security and Technology Infrastructure Release (STIR) platforms (subsystem) at Martinsburg Computing Center (MCC) and vendor-operated Web Hosting Sites in support of the IRS modernization.  The web applications are also designed to interact with the CCIP account data processing system to obtain legacy taxpayer account information.</p>
<p>One web-based application enables the IRS to provide 1040 class filers, who are expecting a refund, with the capability to check the status of their refund on the Internet.  This feature provides taxpayers with an alternative to telephone service.  The web-based applications operate 24X7 and have the potential of reducing the transfer of routine refund telephone calls to Customer Service Representatives (CSRs); thereby enabling them to handle other taxpayer inquires.  Other ICCE Web applications that will require O&amp;M support include Online Payment Agreement (OPA), Modernized Internet Employer Identification Number (ModIEIN), Individual Taxpayer Identification Number (ITIN), Individual Customer Account Services (ICAS), and Economic Stimulus Package (ESP).  ICAS R 1.0 is scheduled to exit MS 5 in April 2009.  New capabilities identified in the scope of this TO include ICAS R 2.0 (beginning at MS 2) and Authentication Retention R 1.0.
