PROJECT DESCRIPTION: The SBS Technology Unit supports the Project Budget & Monthly Financial Reports (PB&MFR) System. PB&MFR is a fiscal application to manage the creation, negotiation, preparation, submission, and modification of WIA and any other contract/project budgets for workforce-related services with multiple funding streams. The PB&MFR application has the capacity and ability to handle and process Performance Based (PBC), Line Item (LI), and Hybrid (a combination of LI & PBC) Contracts. It can customize the percentage for the performance/cost reimbursement mix. The application has four functional integrated modules.
They are (a) the Project Budget (PB) module; (b) the Monthly Financial Reporting (MFR) module; (C) the Accounting & Reporting Module and (c) the Central Validation Reporting (CVR) module.
The application is also used to manage the submission and review of the MFRs that result from the contract/project budgets, and to generate voucher numbers for all payments and disbursements, programmatic and otherwise. The PB&MFR application has the capacity to manage the fiscal and payment issues arising from final closeout of the Department’s contracts. Specifically, the application is used to track, manage, and record the final closeout data for all contracts, WIA and otherwise, pursuant to the Federal Circular A-133 CPA/Program audit requirements. The application is used to facilitate refunds from contractors after the determination of final liability.
In addition to these existing critical functions/capabilities, the PB&MFR Accounting & Reporting Module enables the application to generate all the necessary reports required by the WIA regulations, New York State Department of Labor (NYSDOL), and other oversight bodies (including all cash reports and draw down requests) by funding stream (sub-program, program, grant) and PY. This is a paperless system of preparing these reports. All the reporting is to be based on one, or a combination of these three reporting tiers.
The PB&MFR Central Validation Reporting (CVR) Module is designed to process all incoming contractor claims. The application imports customer data from ACMS and distributes them by vendor, project budget, program and program year.
The application performs all the necessary steps to validate the claims and distribute them electronically and via e-mail to accounts payable staff, program management, and contractors.
SBS is seeking a Senior PowerBuilder Developer to work with our Technology Unit on maintaining and supporting the PB&MFR System. Responsibilities will include:
1. Resolve and system support issues that are reported.
2.Develop code to support business process and business requirements.
3.Work with a DBA to determine where and how to make additions and/or changes to the existing database structure in PB&MFR.
4.Thoroughly test and debug code; and
5.Develop technical documentation and provide SBS with a comprehensive knowledge transfer.
